ROLE PURPOSE:

Salvați Copiii (Save the Children Romania) is leading Save the Children’s response to support families and communities affected by the Ukrainian crisis by providing immediate assistance to meet basic needs, support children to get back in school, and to promote a positive home life for children, parents and caregivers. Save the Children International is mobilizing a team dedicated to supporting Salvați Copiii in the delivery of integrated Child Protection, MHPSS, Education, and Basic Needs programming with affected populations funded through SCI’s global Members and Donors. The Operations Manager will lead on supporting Salvați Copiii teams in 5 areas to scale up programmes, operations, and management systems. They will support planning, implementation, budget management, internal coordination, and capacity strengthening efforts of Salvați Copiii as needed.

The post holder will play a key role in strengthening organizational capacity, and in the effective scale up and management of emergency programs to increase impact and enable positive change for children.

KEY AREAS OF RESPONSIBILITY

Program Implementation (70%)

The Operations Manager supports Salvați Copiii (Member) in the design and implementation of program and operational activities. In most circumstances, the post holder will be expected to provide capacity strengthening support to Salvați Copiii, including mentoring and coaching Salvați Copiii staff in their roles as managers and support staff to fulfil their responsibilities as leaders of the response. This includes responsibilities such as:

  • Manage multiple budgets across multiple sectors and geographic areas;
    • Ensuring proper authorization and monitoring of expenditure in line with SC and donor budgets, award management and financial guidelines,
  • Preparing budget plans and forecasting, supervising BvA analysis, and supporting staff in the preparation of the same.
  • Ensure that projects and reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget.
  • Manage program implementation and reporting to ensure timely delivery of program activities (for example, monitoring against log frames, individual performance management workplans).
  • Ensure programmes are implemented in response to the communities, and children in line with SC principles, values and strategic plan and following SC compliance procedures. This includes working with government and national NGO-partners to strengthen national capacity
  • In close coordination with the senior management and support departments (Finance, HR, Logistics, MEAL, etc) participate in the programme proposal process and the development of response strategies.
  • Manage the implementation of effective safety and security procedures for the field base, ensuring staff compliance and that new programs are built around security considerations
  • Ensure child safeguarding considerations and procedures are integrated in program implementation
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Ensuring that SC’s work is coordinated with efforts of other agencies and GoR, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
  • Support the member in representation in multi-agency coordination at county or area level, and lend support to working groups and thought leadership where appropriate.
  • Contributing to communications and media work, which may include providing input to Sitreps, talking points, briefs and other communications materials. It may also include assisting with VIP visits to field sites, or representing the organization at field level to media, local government and other fora as required.

Organizational Development (30%)

  • Coordinate regular review and updating of organizational structure to ensure it is fit for purpose and ability to deliver appropriately (segregation of duties, etc.)
  • Support field base staff to perform highly in their respective roles and responsibilities. This may include working on program staffing structures, assisting with recruitment, performance management and implementing staff welfare policy.
  • Identify and help to organize learning and training opportunities for SC staff and partners and work as a mentor and role model for less experienced staff.
  • Analyse potential partners using documented selection methods and ensure that all partners comply with SC and donor requirements and regulations
  • Ensure that the response engages in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building and advocacy

Qualifications & Experience

  • 5-8 years of experience managing programme teams in large-scale first phase emergency response
  • Education to MSc/MA/MEng level in a relevant subject, or equivalent field experience
  • Previous experience of managing a large multi-sector, multi-national team
  • Previous experience of programme management across multiple locations
  • Experience of managing multi-donor, multi-site, multi-sector programmes (including ECHO, DFID and OFDA) Security management experience across a large programme.
  • Demonstrated ability to set up operational management systems in a large complex programme
  • In depth knowledge and experience of logistics systems and requirements in a multi field office, multi programme setting
  • Experience of supporting MEAL systems in large complex programmes
  • Proven ability of mentoring and coaching
  • Experience of developing and negotiating successful partnerships with stakeholders
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Proven ability to influence change at an operational and strategic level
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English

 

Desirable

  • Romanian language
  • Experience or knowledge of working and living in relevant regions/context
